4- fill up the 4 gallon bucket.

9- fill up the 9 gallon bucket.

13- fill up both buckets.

5- fill the 9 gallon bucket pour four gallons into the 4 gallon bucket pour the 4 gallons bucket out you now have 5 gallons in the 9 gallon bucket.

1- fill up the 9 gallon bucket pour four gallons into the 4 gallon bucket pour the 4 gallon bucket out you now have 5 gallons in the 9 gallon bucket.

8- fill up the 4 gallon bucket pour it into the 9 gallon bucket then fill up the 4 gallon bucket again pour it into the 9 gallon bucket you are left with 8 gallons.

12- fill up the 4 gallon bucket pour it into the 9 gallon bucket fill up the 4 gallon bucket again pour it into the 9 gallon bucket fill up the 4 gallon bucket pour 1 gallon into the 9 gallon bucket your left with 12 gallons.

 3- fill up the 4 gallon bucket pour it into the 9 gallon bucket fill up the 4 gallon bucket again pour it into the 9 gallon bucket fill up the 4 gallon bucket pour 1 gallon from the 4 gallon bucket into the 9 gallon bucket then pour out the 9 gallon bucket you are left with 3 gallons.

7- fill up the 4 gallon bucket pour it into the 9 gallon bucket fill up the 4 gallon bucket again pour it into the 9 gallon bucket fill up the 4 gallon bucket pour 1 gallon from the 4 gallon bucket into the 9 gallon bucket pour out the 9 gallon bucket pour the 3 gallons from the 4 gallon bucket into the 9 gallon bucket fill up the 4 gallon bucket pour it into the 9 gallon bucket you are left with 7 gallons
